CDPAP Changes: Terms You Need to Know
January 17, 2025New York’s Consumer Directed Personal Assistance Program (CDPAP) is undergoing major changes and many people are wondering how these changes will affect them. We know this can be confusing, but don’t worry–True Care is here to help you navigate these updates.
What Are the CDPAP Changes?
New York State is combining all the agencies that offer CDPAP services into a single contract, Public Partnerships LLC (PPL). This means that instead of working with different agencies, people using CDPAP must now work through PPL for their services. This change has created many concerns, including possible disruptions in Caregiver pay, lower quality of services, and delays due to new processes.
What These CDPAP Changes Mean for You
If these changes go as planned, the shift to a single agency could:

CDPAP (Consumer Directed Personal Assistance Program): A New York Medicaid program that lets seniors and people with disabilities hire a loved one as their paid family Caregiver
Medicaid: A government health insurance program that helps pay for services like CDPAP for eligible individuals
PPL (Public Partnerships LLC): The single agency that will now oversee CDPAP services in New York under the new rules
Fiscal Intermediary (FI): An organization that handles Caregiver pay and paperwork for the CDPAP program
Provider Agency: An organization that helps participants manage the CDPAP services before the shift to PPL
Personal Assistant: A Caregiver hired by the program to provide services
Care Plan: An outline of services a participant needs, created with input from their doctor and care team
Self-Direction: The ability for participants to choose and manage their own care, such as hiring and training their Personal Assistant.
